Christian Reiner, senior lecturer at LBS, has published a new study on the development of policies to foster science-industry knowledge transfer in Austria together with researchers from WPZ Research. The study is part of the “OECD TIP Knowledge Transfer and Policies project” and financed by the Federal Ministry for Digital and Economic Affairs. The Organisation for Economic Co-operation and Development (OECD), established in 1961, “promotes policies that will improve the economic and social well-being of people around the world” according to their mission statement.
The content of the study is based on the observation that firms can increase their competitiveness by introducing new products, processes or modes of organization and marketing. One way for firms to invent new things is to co-operate with universities as universities are at the forefront of new knowledge creation. Yet this collaboration is far from easy, not least because firms and universities follow very different traditions and incentive systems. As a result, policy makers have introduced a number of policy instruments (policy mix) to support linkages between universities and industry. The study analyses the development of this policy mix and shows that Austria can be regarded as a role model for other countries as the country has been quite successful in increasing the cooperation intensity between firms and universities due to well-designed political programs.
